The graph shows, using final data from the Victorian Electoral Commission, that under the present single-member district system, the Coalition, with 47.02% of the first preference votes, gained 48.86% of seats. The ALP, with 45.57% of the first preference votes, gained 47.73% of seats, leaving only 3.41% of the seats for minor parties and independents, despite their having gained 7.41% of the first preference vote.
Under Hare-Clark the Coalition would gain 47.73% of seats, and the ALP would gain 47.73%, making it clearer that the independents and minor parties, who would gain 4.55% of seats, are in this case the proper decision makers as to which major party should govern.
