
Proportional Representation Society of Australia
The Proportional Representation Society of Australia is a society
which promotes the Hare Clark Quota Preferential method of Proportional
Representation (Quota Preferential is also known as Single
Transferable Vote or STV).
Many electoral systems have major flaws which can
result in apparently democratic elections having very undemocratic
outcomes. While no electoral system is perfect,
Hare Clark is free from these major flaws and has a great deal to commend
it. It is a fair and practical way to implement representative
democracy in organizations ranging from small local clubs to large
countries and international organizations.
The following list indicates some of the activities of the PRSA.

The PRSA publishes a quarterly newsletter,
Quota Notes, containing
local and international news, analysis of election results etc.
It is distributed free to members and is available at some libraries.

The PRSA was a member of the coalition which successfully campaigned for
the Australian Capital Territory to adopt Hare Clark. Hare Clark
received a 65 per cent majority of the votes in a plebiscite and is now law.
The PRSA also successfully campaigned to have the key elements of the
legislation entrenched. A 2/3 majority in parliament or a
referendum (50% of enrolled voters) is now required to change these
elements.

The PRSA and individual members have given advice on electoral matters
to many organizations, including the Melbourne diocese of the Anglican
Church, the Australian Constitutional Centenary Foundation and the
Association for Logic Programming (based in London).

The PRSA and individual members have helped run many elections using
PR, both manually and with computers. Details of the service we provide

The PRSA has made several submissions to Government Inquiries
(for example, EARC and the
Victorian Constitution Commission)
concerning electoral matters.
