How the Quota-Preferential ("Hare-Clark", or "Single Transferable Vote") system of proportional representation works
[Note that where only one position is to be filled, this reduces to the familiar majority-preferential system, with a "quota" of 50%. The distribution of preferences if no candidate has a "quota" (in this case a majority) still applies, but the distribution of surpluses becomes irrelevant.]
