Section 12 of the PRSA National Constitution states, "... The Returning Officer shall be, each two years in turn,
one of the Secretaries of the Branches excluding at the time any who may be candidates. ..."

The order among the current branches that has been established by precedent is, "Vic-Tas, NSW, SA. WA. ACT", although
 certain branches have occasionally not taken a turn because of the unavailability of the prescribed office-bearer.
